“Problems are going to come up between students all the time that are not going to be categorized as bullying,” said Biederman. “Conflict is a totally normal part of human interactions. If there is equal power and they are disagreeing, then it is just conflict. But if there is an imbalance of power, if there is intentional harm, then it's bullying.”
